Support Custom CSVs for Mailers

Sometimes, I have a targeted list of students that I need to send a mailer to, and that list is in a CSV format. It would be nice to be able to upload that CSV, have it match based on criteria provided (email/id/etc).

Hello, yes, that's correct - I may have a custom mailing list that I cannot create with a filter on in the portal. This is more of a convenience ask than a priority feature ask :)

Hi Nicholas, To make sure we are understanding the request correctly, you want to be able to upload the CSV to populate those grads into the list of email recipients?
